The fountain carries no inscription, so nothing is known of who had it built or when. The 1967 provincial yearbook of Kırklareli states that it was built in the late nineteenth century, but gives no source for that.
It was registered as immovable cultural property to be protected by a decision of the High Council for the Protection of Cultural Property dated 5 November 1999. In 2020 it was restored together with eight other fountains in the central district of Kırklareli under the project Civilisation that Comes with Water — the Restoration of Historic Fountains.
The north and west fronts repeat one another. The Turkish marble panel reading Gerdanlı Çeşmesi, set in the niche within the pointed arch on the north front, was removed after the 2020 restoration. The fountain has no mirror stone, no shelf for cups and no trough.
Apart from the profiled moulding bands on the north and west fronts and the keystones of the pointed arches, which project outward, it carries no ornament.
