This small ethnography museum in the town of Büyükkarıştıran, in Kırklareli province, came out of a cross-border project rather than a local initiative alone. Under the Bulgaria–Turkey IPA cross-border cooperation grant programme, an agreement for a project called Culture and Friendships was signed on 15 April 2013 between the Bulgarian ministry of regional development and public works and the municipality of Büyükkarıştıran, whose twin town is Topolovgrad in the Haskovo region of Bulgaria. Officials from Topolovgrad visited in September 2013 and the two municipalities ran a joint programme; the museum was what the project left behind for the townspeople.
It is registered as a private museum, arranged under the 1983 law on the protection of cultural and natural property and the regulation on private museums and their supervision that followed it in 1984.
