Topçam covers four plateaus in the Mesudiye district of Ordu — Kizilagaç, Beyagaç, Kiyiyurt and Çukuralan — belonging to the townships of Yeşilce and Topçam. They were declared a tourism centre by decree in 1998.
The flora is rich: forest, herbaceous cover, and on Kizilagaç alone more than 170 kinds of flower have been recorded. Traditional culture and plateau festivities are held here, and there are seasonal settlements on the plateaus. Mesudiye is 114 kilometres from Ordu and the plateaus 25 kilometres beyond it.
