The park lies west of Hacı Osman Bayırı Caddesi in the PTT Evleri quarter of Büyükdere, in Sarıyer, and covers 5.6 hectares. It was founded in 1998 to honour the cultural values shared by Türkiye and Turkmenistan, and named Türkmenbaşı after the Turkmen leader Saparmurat Niyazov, who lived from 1940 to 2006.
Pine is the common tree of the park. Among the other trees worth noting are sessile oak, hornbeam, oriental plane, Norway spruce, Mediterranean cypress, nettle tree, medlar, western red cedar, lavender, barberry, glossy abelia, pittosporum, cherry laurel and strawberry tree.
Birds make up the main fauna. Those observed here are the chaffinch, magpie, sparrow, western jackdaw and woodpecker; the other species are lizard and squirrel.
The park offers day visitors walking and picnicking, and there is a playground for children.
