The fountain stands in what is now known as Kadınlar Park. It rests on a horizontal rectangular plan, 2.86 metres high, 1.29 wide and 0.88 deep; the municipality owns it and it still runs.
It was not built here. It first stood in the garden of the old Central Military Hospital in the north of Edirne, and when it was close to collapse the municipality moved it to its present place in 1971. Its inscription names the man who had it built: Dr. Rıfat Osman Tosyavizade, chief physician of that hospital, who gave his life to Edirne and published a body of research about the city.
