The aqueduct stands north of the Safranbolu district, over the Tokatlı canyon, and was built to bring water to Safranbolu.
What the record establishes is its repair rather than its building: the aqueduct is understood to have been brought back into use through a wide-ranging restoration carried out during the grand vizierate of İzzet Mehmet Paşa, between 1794 and 1798. Academic work has drawn attention to that restoration rather than to the construction of the structure itself.
