This single-bay fountain stands on Başar Sokak in the Osmaniye quarter of Akçakoca, Düzce, and is registered simply as Çeşme — the fountain. The Ankara board for the protection of cultural and natural property registered it on 12 June 1995, and the provincial directorate assigns it to the twentieth century.
A colonnette stands at either side of the front face, and each colonnette capital carries two tulip motifs. It has one basin.
The inscription on the pediment records the founder: a charitable endowment of Hacı Ahmed of İslahiye, son of the late Hacı Ahmed İskender, dated 1327 in the Hijri calendar. The source does not give the Gregorian equivalent.
