This small memorial park and museum in the İsmet Paşa quarter of Kızılcahamam was built jointly by Kızılcahamam Municipality and the Embassy of the Republic of Azerbaijan in Türkiye. Its single subject is the killing of civilians at Khojaly (Hocalı) in Azerbaijan in 1992, which the provincial directorate of culture and tourism describes as a massacre carried out by Armenians.
Inside are an exhibition area and a library, with panels, books and periodicals on what happened there. The courtyard outside holds a memorial sculpture and street furniture, including seating.

The park is on 29. Sokak off Ahmet Öztekin Caddesi in the İsmet Paşa neighbourhood, and the municipal buses serving Kızılcahamam run there.
