Paşabahçe lies higher than the city of Sivas itself, with running water, caves, waterfalls and green cover, and it has a history behind its use. The Seljuk sultan İzzeddin Keykavus I chose this area for the treatment of tuberculosis. In the Ottoman period it became known for the flour mills built by the governor Halil Rıfat Pasha, and the district of the Tavra gorge came to be called the Pasha's factory. It was because of that stream that Sivas's first electricity plant was built here in 1934, by the mayor Hikmet Işık.
When the flour mills disappeared over time, the name Paşa Fabrikası gave way to Paşabahçe. The area now holds hillside houses, sports grounds, arbours, restaurants, children's playgrounds and a small zoo, and people come to picnic and walk. It is on the Karacayir road in the Akdegirmen quarter.
